What about "Write Test Before", is there any tool or java library that makes this job easier for the programmers?

Luigi, the point is that you should not write the test while programming or after coding. The test need to be ready before you actually write a single line. Therefore, the test should be written by whoever has the best knowledge about the component to be tested - functionality wise. It might not be the programmer, and it should not be, in my opinion
