if my PropertyResourceBundle is in shift-jis encoding

eg
u_l_table_summary = ƒe[ƒuƒ‹ŠT—v
u_l_title = ƒ^ƒCƒgƒ‹

should I convert it into unicode ?
how ?

You could use Wordpad(not Notepad) to save to Unicode file, choose file format to 'Unicode Text Document'.
