I would like to generate a self signed certificate to validate clients.Is there any api using which i create a self signed certifiacte(not a CA certificate)

I'm confused by your question. (A) Are you generating certificates for your users or just for your servers? (B) The usual way to generate certificates is using the keytool utility.
