I'm working on a tag library tool and I'm trying to find out if 2-byte and high ascii chars can be used in the tag lib directive URI, prefix, attribute name, tld, etc.(i.e. are they legal)?

I've search around, but I can't find a definitive answer, so any help is appreciated.
