What would be the best way to keep to password files synchronized on 2 different application servers?

There are 2 instances of an application on 2 different application servers. One functionality allows a local copy of a password file to be updated. How can I get the password file on the other machine to be updated as well.

One way can be creating an LDAP server for keeping users details and passwords.
