Debugger not stepping into code at a breakpoint

Has anyone had this problem? Here are the steps we've taken so far: 1. Make sure .class file and .java file is present for the class which needs to be debugged. Tomcat servlet engine generates the class file and java file in the work directory. 1. Click on Windows.. options.. a dialog box pops up. Expand the coding option tree and select Debugging. In the right hand side panel, click on Edit button and browse to the directory where your jar file/work directory exists and press ok. 2. In debug window, click on Breakpoints tab. Click on Methods menu and select External .class file breakpoints. In the dialog box select File in directory and browse to the external class file which needs to be debugged. 3. Point your browser to the application which uses this class file, the debugger is launched or the debugger stops at the breakpoint. Try to step in or step over the code, does not seem to work. This problem was consistent on several workstations.
