Javascript API?

Is there a Javascript API similar to the one I have for Java, in html format?
Who releases/looks after/controls Javascript? Is it Sun?
If not, what my next best chance of viewing what's on offer in Javascript in an easy follow format such as that of the Java API from Sun?

The 'standard' JavaScript is called ECMAScript. Technically speaking, JavaScript is from Netscape and JScript is from Microsoft.
