"error 500" on a "jsp:include" tag

I have some "jsp:include" tag in the index.jsp page. After files were published to the web server, the browser can only bring up the html text template, all the "jsp:include page= ... " are showing error 500. The following is a error beginning portion: "Root Error-1: No target servlet configured for uri: /TutorialTravel//pages/TopHeader.html com.ibm.servlet.engine.webapp.NoTargetForURIException: No target servlet configured for uri: //TutorialTravel/pages/TopHeader.html at javax.servlet.ServletException.(ServletException.java:49) at com.ibm.websphere.servlet.error.ServletErrorReport.(ServletErrorReport.java:31) ....." Can someone please guide me through this? I am lost. Here are my web   More>>

Here are my website development environment:
Software: IBM Websphere studio V3.53
jsp engine: 1.0
WebApp server: IBM Websphere App Server
http server: ibm http server

all the jsp pages were published to application server target, and the html pages to the http server directory.
