How do i get tomcat4 to recognise the beans in <app-path>/WEB-INF/classes

tomcat 3.2.1 continually caused kernel errors in redhat 7, so using tomcat 4 for Linux i have achieved getting JSP working fine, however the usebean tags are causing errors such as:
org.apache.jasper.JasperException: Unable to load class dates.JspCalendar
in the examples provided or in my own examples i get similar errors, i have found this means it cannot see my beans classes, any suggestions ?

I am trying to load the standard header and footers into my JSP and iam using use beans and i get this exception.
"JasperException: Unable to load class
