How can I enable the EJB wizards inside JBuilder Enterprise without installing the Borland AppServer?

Is not possible: you have to install Inprise Application Server, and configure it inside JBuilder check here:

Maybe it's borland guys' marketing strategy (like someother softwareouse...)

To configure IAS here's the procedure to follow:

Tools Menu->Enterprise Setup, select Application Server tab, then IAS 4.1 sub-tab, and put there the IAS installation directory.

Even if you use another application server, to enable EJB wizards in JB4 Enterprise, you need to install IAS.
