Ant cant find tools.jar and javac

Dear All, I am getting the following when I tried to compile tomcat with ant. I search and the tools.jar is in C:Program FilesJavajdk1.6.0_25lib and my JAVA_HOME is actually set to C:Program FilesJavajdk1.6.0_25 in where (I verified) a javac.exe exists.
