i am developing a project to transmit files from one location to another location by unicast & multicast. Now my question is can we detect the available bandwidth dynamically?

Here my intention is to know the bandwidth available for me to send the file/content. Other services/processes can also use some bandwidth but i have detect the available bandwidth dynamically and i have to use that bandwidth. this may vary for each second.

Please provide me a solution for this problem.
