You will have to use Microsoft SCC API to integrate with VSS and with several other source control systems that licensed that API from Microsoft. You will have to sign an NDA agreement with Microsoft to get the documentation for this API.

Exactly what do you want to do? As far as I know there is no Java API from Sun or written by a third party to do this. Also, I don't know of any IDE that uses VSS (one of the worst source controls I know.)
