I am setting up JNDI configuration for the first time and have some questions.
I am developing a standalone Java class which sends a message to MQ. It is imp that the standalone class dont reside in any App Server.
I want to use RefFSContextFactory as INITIAL CONTEXT to look up my Q Manager, Q connection factories, Queues.

If I am conneting to MQ server (assume it server europa) then what shd I give the PROVIDER_URL as?

Is the PROVIDER_URL point to any specific path in Server (or client?)

well the PROVIDER_URL is the URL for the JNDI provider, not the MQ/JMS provider..... even if they're on the same server host and part of the same overall App server (Websphere?) they're still different services, on different ports etc..... so find out what port the JNDI service listens on.
