In an environment that requires high availability and must scale with volume, is there a way to load balance a cluster of jms queues? I've seen fail over setups, but never a setup that can handle a queue getting swamped with volume. Ideally, I'd like to see a swamped queue stop receiving and another queue to pick up the slack.

Which messaging system are you using? MQ is very expensive but is resilient and highly configurable. Just one point, if a queue becomes full and is replaced by a second queue. How will the client know which queue to poll?
