An EMPTY/NEW workspace? or one with stuff in it already?
For a new empty workspace, any new or old directory will do.
You can tell Eclipse at startup to use any new directory as a workspace, and it will automatically create all the .metadata there, the first time it uses the new workspace.
Otherwise if you have some specific settings and/or projects you want in the new workspace, I guess you'll have to put in the .metadata subdir yourself, with the stuff you want in it.
Another possibility would be to setup the settings you want in an existing workspace, and then export the settings to an xml config file. Then when you start Eclipse on a new empty workspace directory, you can import the settings from the xml config file.
