It depends. If the maximum is a 10, I would not tell anyone. :)
In my country (The Netherlands), experience is valued more. It's good that you have some papers that show for it, but I have seen guys with brilliant certificates, who develop worse than my 5 years old son...
I have been teaching for a while myself, and I got to hand out certificates at the end of each course. Even to the people whoe I thought were terrible. But they got the certificate anyway. Just because they were present in the course.
So I say, a certificate is nice to show, and shows certain skills, but having experience is more important.
