Recognizing of characters is inependent on programming language and could be realized by some kind of neural network. Nowaday is the most successfull network neocognitron that should be used even for hand-writen characters. For printed characters should be used e.g. Backpropagation Network.

Well if you're already using neural networks, why not just use them?
