Usage of Final Statid Strings

My question is regarding the use of constants strings in code.

We have a very big product that has thousands/lacs of lines of code. We have a lot of strings that are passed around either as parameters or are used for comparision. For some reason the mandate has been to use final static string for all strings even if they are used just once. Considering the mamoth size of our code base.. is it recommended that we create a final static strings for every string in code?

What are the possible implications and pitfalls..

So you have been told to make all strings class rather than instance scope. On what premise did they make this decision? Ask for clarification of their reasoning. Alternatively, find the person who made this edict and either increase / reduce their medication. Don't do it would be my advice.
