First of all, you need several computers, which are called "nodes".Clustering an object means having this object run on several nodes.
Run JBoss from the command line with the "-c all" option on each node. They should see each other, and write some log messages on the console.
JBoss uses IP multicasting to discover the different nodes in the cluster. If your cluster does not work, it's probably because the nodes couldn't see each other : maybe you have a firewall working on those machines?
