How can I kick-off dial-up and establish an internet connection when CAT5 connection goes down/fails?

I have a mission critical J2EE application running on Orion housed in a Suse Linux server (9.0). When a request comes in from an user the orion-run J2EE application has to connect to an external application. Zero down-time tolerance allowed, being a finance-related application(well at least on paper;-)

If the CAT5 connection to the external world fails I want to kick-off a dialup connection. How do I go about doing that? Please provide helpful links, if possible.
