Netscape 4.78 and applet pop-up menus

I am running an applet in a netscape 4.78 browser on a windows platform that uses radio buttons to pop up "popup" menus to make various selctions. The problem is that on netscape in windows, when I select a radio button to pop up a selection of items to choose from, the pop-up is populated with multiple instances of the name of the radio button label..not the menuitems that should appear. This problem does not exist and works on IE windows and in netscape 4.78 on Unix. Any ideas?? Could this be a netscape bug on windows?? Any suggestions would be great.. Thanks in advance for any help!

I wanted to add that when I run this particular applet in Netscape 4.78 on Windows, the message in the Java console reads"

can't find resource for sun.awt.windows.awtLocalization_en_US

Does anybody know why this resource cannot be found??
