I have no instance running on the server.
neither does anything show up in the task manager.

How do I completely shut the server and restart it.

Tried shutting down the server to kill the jobs, but it flopped.

sometimes tcp socket listeners don't relinquish their ports right away, if you don't shut down the server the right way... but if you wait a few minutes, they should time out.
