How does the Paging Component works in java

I have a situation where i need to retrieve 10,000 records out of 100,000 records. And I need to display 20 records at a time. What is the best practice. I have been suggested with the Paging Component. I didnot understand the functionality of Paging Component. Can anyone help me to understand how this paging component works.
