Error with Struts 1.1 (but not with 1.0)

I have an application using Struts 1.1 with JDK 1.3 ut when I start the web server I get the following stacktrace: [ERROR] MessageResourcesFactory - -MessageResourcesFactory.createFactory java.lang.ClassNotFoundException: org.apache.struts.util.PropertyMessageResourcesFactory at java.net.URLClassLoader$1.run(URLClassLoader.java:200) at java.security.AccessController.doPrivileged(Native Method) at java.net.URLClassLoader.findClass(URLClassLoader.java:188) at java.lang.ClassLoader.loadClass(ClassLoader.java:297) at java.lang.ClassLoader.loadClass(ClassLoader.java:253) at org.apache.struts.util.RequestUtils.applicationClass(RequestUtils.java   More>>

When I convert back to Struts 1.0 I do not see this error.
Is there a compability issue with Struts 1.1 and JDK 1.3 or is something else wrong? Any help would be greatly appreciated. Thanks!
