I’m looking for a tool / framework / package which affords

- definition of privileges and allocation of these privileges to operators

- user administration which provides a web interface or can be integrated easily with a J2EE application

- definition of roles - a role contains one or more privileges

- assign a role to an operator

- a function which can verify if the operator logged in has a specific privilege
