			I get a errror message when I run a strut application in tomcat 5.0 like follows:
			

			javax.servlet.ServletException: Cannot find message resources under key org.apache.struts.action.MESSAGE
			

			javax.servlet.jsp.JspException: Cannot find message resources under key org.apache.struts.action.MESSAGE
			

			where is the actual problem. Thank you.
