With SwiftMQv4.6.0, if we sends a message to an undefined topic(topic grant also undefinded), it will throw a javax.jms.JMSException: com.swiftmq.swiftlet.auth.AuthenticationException: publisher creation on topic 'undefined topic' is not granted for user: 'some user'. But with SwiftMQv4.7.0, it does not throw any exception.

We haven't changed anything in this area between 4.6.0 and 4.7.0. Both release should behave the same way.
