Why does a JAVA program not display? For e.g.,clicking on the "Sun Java COnsole" in browser does not bring up the window but javaw.exe is running

I have JVM 1.4.2_02 installed. There is no other JRE installed. Now, I am unable to bring up the java plug-in control panel or the java console from the IE browser. Why would this happen? Any help is appreciated. Is there a setting I am missing? Thanks
