1)What is the extra effort that would be required to install and use Junit in terms of the total development cost?

2)Has the use of the tool helped in reducing bugs?

Installing JUnit is a matter of minutes. Using JUnit typically reduces total development costs - at least if you care about the fact that the system under development actually works. It reduces costs by reducing debuging time and when doing Test Driven Development even by helping building better decoupled designs.

1) Why do you want to test? If you don´t want to test something you don´t need JUnit. But if you want - e.g. for finding bugs during development and not by the users - then you should use a test framework for easier work. And why not use the most used one?
