You can place it anywhere on your system, just as long as you have a reference to the fully qualified path to the jar in your CLASSPATH variable.
What I often do, is create a folder in a particular location and call it "cde" (common development environment)... I put copies of all my jar files that I need there (JDBC drivers, the JavaMail jar files and j2ee jar files... etc). That way I know where they are for all applications I'm developing.
If you are developing a server application, most app servers have a "common/lib" folder to put Jar files that are common to most applications. And if that isn't available, if you put the jar files in the /WEB-INF/lib folder for your web application, the server should find the jar files there.
