Struts is nothing but a scaffolding which speeds up development of an MVC design based application. It provides the core framework as in controller servlet, action classes and a whole lot of other things readymade as per the MVC concepts. So a developer doesnt have to spend resources on building these nuts and bolts and can instead concentrate on implementing business logic, using the framework as the base.
Refer to Struts FAQ http://jakarta.apache.org/struts/userGuide/introduction.html
