Parsing XML in a webapps on IBM OS/390 using WebSphere

I'm trying to parse an XML config. file for my application on start up, but i'm getting this exception:



org.xml.sax.SAXParseException: The root element is required in a well-formed document.


The file is in ascii format and the InputStream used to parse the file is created with UTF-8 encoding. IBM OS/390 is the ONLY platform where the problem is happening. The app is running smoothly on NT, 2000, and UNIX (with various app. servers). Any idea why this is happening???

When your xml-encoding is UTF-8 your file should be saved as UTF-8. So if you construct the file on you OS390 the encoding should probably be EBCDIC no? The xml-encoding specification is there to indicate in which encoding the file was saved
