Does Jbuilder contain a private UDDI registry?

IF so,How can I communicate with this UDDI registry?Why,when I am using the Web service Explorer to publish my web service on this so-called UDDI registry,there comes a dialogue box requiring me to fill ID,as well as the password.

IF not,except for Websphere Application Server,which contains private UDDI registry,is there any other free private UDDI registry that I can download?
