How to generate native executable files that do not need a Runtime environment to run?

Hi.

I've made a native executable file with JBuilder 8, and when I tried to execute it on a machine that does not have any JVM installed on it, the program showed a message telling that it needed a Runtime environment to execute.

My question is: is there any way to build an executable that incorporates its own runtime environment, so that I won't need to install any JRE before executing my program on any Windows machine? If so, how can I build it from JBuilder? Else, is there any other Java environment that allows me to build native Windows executable files that do not need any external Runtime?
