Any suggestions on the best way to tackle copying a file from a given directory eg.

programsdatabasefilesfilename1

to another directory that may be different on each machine eg.

programsdatabase_XXXfilesfilename1

The only difference between the two directories is the portion of the directory path. The destdir always have an extra "_XXXX" in the name.

Would I have to write my own task to do this?

No, you don't have to write your own task. Simply use the tofile or todir attribute of the task. Also consider using Ant properties to indirect the reference to the "_XXXX" part.
