Settings of this nature are specific to the mail server software, not the JavaMail API usage.

In Unix e.g. Solaris, you could try enabling per-user disk quotas, maybe, and I think you would have to do this both for the partition where the user's dropbox is (e.g. /var/mail), and the partition where the user's mailstore for other folders is (e.g. /home/username).
