Hi all,
I am trying to send a personalised email to all the users of the system, approx. 650 users. When I am doing this, The following problem is coming up.

Around 300 users got the mail two times and remaining people did not get any mail.
Is there any limit on the no of emails can be sent at a time using Java Mail.

Debugging email is separate from debugging Java.

Are you sending one message to multiple recipients? (or by "personalised" do you mean that you have constructed 650 separate messages each with a single recipient?)

For the people who got 2 copies, are the copies identical? If so, are the "Received" and "Message-ID" headers also identical?

For the people who didn't get it (yet), are you getting bounced errors back to the envelope sender / return address mailbox?
