J2EE RI Gives LifecycleException.. address in use for port 7000

Hi,
We have installed the J2EE RI on a Windows 2000 Server but we are unable to start it. When we run j2ee -verbose it goes through the 1050 and 8000 ports but when it comes to 7000 for https it reports a lifecycleexception: null.open java.net.bind.exception, address in use...

It doesn't matter what port we choose in web.properties. We have tried many. We have IIS shut down and we have put analyzers on the server and can't find anything using these ports. This j2ee is j2sdkee1.3 from Sun.

It is our intent not to use ssl at this time but we can't even start normal web ops.

Has any one come across this?

May be the port is used twice internaly. Have you modified the configuration (it runs perfectly with default settings)?
