With the help of Java I want to create a custom utility in which I want ot show what all databse drivers available on the system.

Using these drivers user should be able to create the DSN Required.

The utility should work just like the application which creates the DSNs on Win9x/NT/2K through Start->Control-Panel->ODBC DataSources
Can anybody help me out???

Does your Java code really need a DSN?

Assuming you're using JDBC for Java database access, I'm not aware of any situations where your code would use a DSN. The only exception I know of would be the ODBC-JDBC bridge, but even then you don't need to create a DSN for accessing an Access database (see connexion without DSN in windows), and using the bridge driver for anything else is generally considered to be a bad idea.

This would be very difficult to do with Java. You would have to use a lot of JNI (Java Native Invocation), because these functions are OS dependant. I suggest you use a Microsoft language like VB or C++ to do this.
