javascript enabling problem

You can't programmatically turn on someone's javascript engine... how would you even do that? Write it in javascript? This is a personal user preference ... if someone has gone through all the trouble of specifically turning javascript OFF, then what business is it of yours to even think you can turn it back on? It would be a security nightmare if it was at all possible; so it isn't. Just give a message somewhere to the user saying: "To use this site / web app / whatever, you must have Javascript enabled." Bonus points if you put that message in a page element that is hidden via an onload javascript event so that it does NOT show if script is, in fact, turned on.
