What is offline browsing and what is an offline browser?

An offline browser is a web browser which gives you the capability to do offline browsing. Offline browsing is the ability to continue browsing web pages when you are no longer connected to the 'net. I.e., the browser will keep copies of all of the pages that you have looked at (or some (sub-)site that you have specified to be made browsable offline).
